Clause 1: To repeal the contents of Clause 2 of the Department of Land Transport’s announcement on determining the criteria, methods, time period, and conditions for bidding on registration numbers that are desired or popular with the public. that will be re-auctioned in 2014 and use the following instead
“Item 2: Registration numbers that are desired or popular with the public that will be re-auctioned. Including the following registration numbers:
(1) Registration number for a personal vehicle with no more than seven passengers. personal car More than seven people but not more than twelve people and personal vehicles that the winner of the auction does not pay the price or does not pay in full
(2) The registration number from which the winning bidder paid the full price but died. and the heir or estate manager does not wish to inherit the rights to that registration number.
(3) the registration number of which the winning bidder dies but has not paid the full price and the heir who wishes to inherit the rights expresses his wish to exercise his rights in that registration number. but did not pay the price within the specified period.
(4) the registration number that was put up for auction but there was no bidder;
Clause 2: To repeal the contents of Clause 4 of the announcement of the Department of Land Transport regarding the criteria, methods, time period and conditions for the auction of registration numbers that are desired or popular with the public for new auctions, B.E. 2014, which Amended by the announcement of the Department of Land Transport on specifying the criteria, methods, period and conditions for bidding on desired registration numbers. or is popular with the people who put it out for a new auction (No. 5) B.E. 2563 and use the following instead.
“Item 8: Those who will participate in the auction. or the person authorized to participate in the registration number auction Must have the following qualifications and not have the prohibited characteristics:
(1) being a natural person who has reached the age of majority or juristic person
(2) not being a person whose assets have been ordered by the court to receive absolute receivership or not being bankrupt according to the court order
(3) not be a person disqualified from participating in the registration number auction or being a proxy. Participate in the auction for registration numbers.
(4) has never been a person who has not complied with the rules and conditions of the auction according to this announcement.”
Clause 3: Repeal the contents of Clause 13 of the Department of Land Transport’s announcement regarding the criteria, methods, time period and conditions for bidding on registration numbers that are in demand or popular. of the public who put it out for new auction in 2014, which was amended by the announcement of the Department of Land Transport on determining the criteria, methods, duration and conditions for the auction of registration numbers which are that are desired or popular with the public for re-auction (No. 5) B.E. 2020 and use the following instead
“Item 13: Payment of registration number Must be in accordance with the following conditions.
(1) The collateral placed by the winning bidder must be taken to pay the entire registration number price. (a) In the case where the collateral is higher than the price of the registration number that was auctioned Department of Land Transport The remaining collateral will be returned to the winning bidder.
(b) In the case where the collateral is lower than the auction price But higher than 10 percent of the price of the registration number that was auctioned. It shall be considered that action according to (2) has been taken.
(c) In the case where the collateral is less than 10 percent of the price of the registration number that can be auctioned. Proceed according to (2).
(2) The winning bidder shall pay the registration number price of not less than 10 percent of the registration number price within 7 days from the date of the registration number auction.
(3) The winning bidder must pay the remaining registration number price from (2) in full within 30 days from the date of the registration number auction.
In the case where the bidder is the winner of more than one registration number. When the collateral is brought to pay the registration number according to the collateral rate, all registration numbers have been completed. If there is still collateral remaining, the remaining collateral must be used to pay the registration number under (2) at the highest value first in order. If there is still collateral remaining Bring the remaining collateral to pay the price. The registration number under (3) with the highest value comes first in order.
Winning bidders who do not pay the registration number in full within the period specified in (3) may submit a request to extend the time for payment of the remaining amount no more than 2 times, each time not exceeding 30 days. In total, the request for an extension of time may be made. Not more than 60 days from the date of expiration of the time according to (3).
In this regard, in requesting to extend the period for the first time, the winning bidder must pay the registration number price according to (2) first and must pay additionally. In total, not less than 30 percent of the winning bid price for the registration number for which the time period is to be extended. For a second time extension request, an additional payment must be made, in total, not less than 50 percent of the winning bid price for the registration number. who want to request an extension of time
Requesting an extension of time must be submitted before the end of 30 days from the auction date. or before the expiry of the first extended period, as the case may be.”
Clause 4: To repeal the contents of Clause 16 of the Department of Land Transport Announcement regarding the criteria, methods, period and conditions for the auction of registration numbers that are desired or popular with the public for new auctions, B.E. 2014, which Amended by the announcement of the Department of Land Transport on determining the criteria, methods, time period and conditions for the auction of registration numbers which are that are desired or popular with the public for re-auction (No. 5) B.E. 2020 and use the following instead
“Item 16: The winner of the registration number auction who does not pay the registration number auction price. Complete according to Section 13, the Department of Land Transport will disqualify you from being a bidder for the registration number. or be a person authorized to participate in the registration number auction immediately without notice.
The registration number for which the winning bidder does not pay the full amount according to the conditions specified in Section 13 shall be auctioned again in accordance with the criteria, methods, time period and conditions specified by the Department of Land Transport.
The registration number that will be re-auctioned under paragraph two If the winner of the auction who is in arrears in paying the price The price has been paid in full before the new auction opens. The winning bidder will still have the right to that registration number and that registration number will be removed from the auction.
The winner of the auction who is in arrears for payment of the registration number. will have the right to participate in the registration number auction or be authorized to participate in the registration number auction again only after the registration number price has been paid or the difference in registration number value has been paid in full.”
Clause 5: Add the following as Clause 16/1 of the announcement of the Department of Land Transport on determining the criteria, methods, time period and conditions for bidding on registration numbers that are in demand or popular. of the public put up for re-auction in 2014
“No. 16/1 In the case of a person lacking the qualifications according to No. 8 (3) and (4), if they have complied with the criteria. and the conditions of the auction according to this announcement are complete and correct, they will have the right to participate in the registration number auction or be the person authorized to participate in the registration number auction.”

Article 7 This announcement shall come into force from the day following the date of its publication in the Royal Gazette onwards.
